A significant milestone for ALPERIYA PARTNERS Law Firm was the election of Igor Mezheumov, Head of the Intellectual Property Registration Practice, as Chairman of the Tver Regional Branch of the All-Russian Public State Organization “All-Russian Society of Inventors and Innovators” (VOIR). This appointment is a direct recognition of Igor Mezheumov’s outstanding professional reputation, as well as the expertise of the entire ALPERIYA PARTNERS team in the field of intellectual property.

The decision to establish regional branches was adopted at the Founding Congress of VOIR, held on June 20, 2026, in the Congress Hall of the Russia National Centre in Moscow, pursuant to a Decree of the President of the Russian Federation. The reestablished organization is intended to become a leading institution for invention and scientific and technological innovation, bringing together the efforts of the government, the scientific community, and industry to advance the national goal of achieving technological leadership.

Deputy Prime Minister Dmitry Chernyshenko delivered a greeting from the President of the Russian Federation and emphasized the vital role of engineers, inventors, and innovators. Valery Falkov, Minister of Science and Higher Education, highlighted the tremendous potential of the renewed organization, noting that universities and research institutions would serve as the foundation for its regional branches by helping engage students and early-career researchers in engineering and innovation while fostering dialogue between inventors and industrial enterprises.

The Congress delegates unanimously approved the Charter, elected the governing bodies, and chose Vladimir Kononov, Deputy Chairman of the State Duma Committee on Science and Higher Education, as Chairman of VOIR. Immediately following the Founding Congress, the organization began establishing its regional network, which ultimately expanded to encompass 68 regions across the country. As part of this initiative, the Tver Regional Branch of VOIR was established, with Igor Mezheumov elected as its Chairman.
