Alperiya Partners Experts Speak at the All-Russian Conference “The Regional Innovation Ecosystem of Moscow as a Product of Social Partnership between Business, Government, and Civil Society”

On September 16, 2024, the Moscow Chamber of Commerce and Industry (MCCI) hosted an All-Russian Conference dedicated to the development of regional innovation ecosystems. Pavel Turkevich, Managing Partner of the law firm Alperiya Partners, and Igor Mezheumov, Advisor at Alperiya Partners, were invited speakers at the event.

The conference, organized by the MCCI Consulting Committee with the support of the Moscow Government, brought together leading scientists from the Russian Federation Government's Financial University, Lomonosov Moscow State University (MSU), legal professionals, and selected business representatives.

Pavel Turkevich: A Legal Foundation for High-Tech

Pavel Turkevich, Managing Partner of Alperiya Partners and a member of the Association of Lawyers of Russia, served as the conference program's key legal expert. He presented a report entitled “Legal Support for the Functioning of Regional Innovation Ecosystems.”

In his speech, Pavel Turkevich outlined the main problem of the industry: the pace of technological development today significantly outstrips the formation of the legislative framework. The expert highlighted the key barriers hindering the market, including the absence of the terms “startup” and “venture investments” in federal law, the complex bureaucracy involved in transferring R&D from universities to businesses, and the high risks for investors.

The Managing Partner placed special emphasis on practical solutions:

* International experience: He analyzed the advanced legislative experience of Vietnam in the field of digital transformation and high technology—a jurisdiction with which Alperiya Partners specializes in doing business.

* Regulatory sandboxes: Pavel Turkevich examined the updated mechanism of experimental legal regimes (ELR), which allows for the safe testing of innovations (including AI) and protects investors from unwarranted prosecution when taking justified risks.

“Legal support should not merely be a system of prohibitions. It should become a flexible incentive tool that reliably protects the investor and encourages the inventor,” Pavel Turkevich emphasized.

Igor Mezheumov: Protecting the Interests of the Inventor Community

Igor Mezheumov, Advisor at Alperiya Partners, PhD in Chemistry, Associate Professor at Tver State University, and Chairman of the Tver Regional Organization of the All-Russian Society of Inventors and Rationalizers (VOIR), expanded on the topic of comprehensive support for innovators.

He focused the participants’ attention on the practical problems faced by the scientific and inventor community at the grassroots level. Using the Tver Region as an example, Igor Mezheumov discussed the current situation in innovation implementation, regional support measures, and the importance of building a direct dialogue between the authors of technological developments and the real economy.

As a result of the conference, participants identified promising areas for future expert work, particularly regarding the improvement of the legal framework for innovation.

Participation in events of this level once again confirms the deep expertise of the law firm Alperiya Partners in providing legal support for high-risk technological projects, venture investments, and bringing businesses to international markets.
